6. Types of scaffolding

(1) Classification of scaffolding by purpose of use and by structure

(2) Other types of scaffolding for bridge construction include suspended prefabricated scaffolding, suspended shelf scaffolding, and system-type suspended scaffolding. There are also other types of scaffolding such as portable work floor and elevated work floor that can be used without the need for assembly work, etc.

7 Appointment of qualified personnel

Business operators shall appoint a person who has completed a technical skills training course for a chief engineer for scaffolding assembly and dismantling for work on suspended scaffolding, extended scaffolding, and scaffolding of structures 5 m or more in height. (including rolling towers).

The work supervisor shall directly conduct and supervise the work concerned.


8. Scaffolding assembly work, etc.

(1) The work supervisor for assembly, dismantling, etc. of scaffolding shall inform the workers of the timing and scope of assembly, dismantling, change, etc., work procedures, and other necessary matters. For work that does not require the appointment of a work leader, the business operator shall appoint a work leader and provide the same information.


(2) Precautions for scaffolding assembly work, etc.

1.Those under 18 years of age are not allowed to engage in scaffolding assembly work.

2.Workers who have not received special training in scaffolding assembly work are not allowed to work (both 1. and 2. exclude “auxiliary work on the ground or on a solid floor”).

3.There are no restrictions on work for older workers, but workers shall be assigned appropriately in consideration of their physical condition and health.

4.The timing, scope, and sequence of assembly, dismantling, and alteration must be communicated to the workers.

5.Only the workers concerned are allowed to enter the area where the work is to be performed.

6.When work is expected to be dangerous due to bad weather conditions such as strong winds, heavy rain, or heavy snow, the work shall be stopped.

7.The following measures shall be taken to prevent workers from danger due to falls when tensioning, removing, or receiving scaffolding materials:


(a) Work floor with a width of 40 cm or more shall be provided.

(b) Facilities for safely attaching fall prevention equipment shall be provided, and measures shall be taken to ensure that workers use such devices.

(c) Workers must use lifting ropes, lifting bags, etc. when lifting or lowering materials, equipment, tools, etc.

(d) Workers instructed to use fall prevention equipment must use them.


Business operators are required to appoint a work supervisor for the assembly and dismantling of scaffolding (prefabricated, single-pipe, wedge binding, log, rolling scaffolding) less than 5 m in height. The appointed supervisor must have knowledge and experience in the work in question, and preferably have completed special training in scaffolding assembly and dismantling.

The definition of senior workers differs depending on the law, but the “Law Concerning Stabilization of Employment of Older Persons, etc.” defines senior workers as 55 years of age or older, and middle-aged and older workers as 45 years of age or older. At construction sites, etc., it is necessary to check the bylaws, etc. of the principal contractor.

9. Safety check of scaffolding

(1) Inspection by subcontractors ( business operators)

1.When the business operator performs work on scaffolding (excluding suspended scaffolding), the business operator shall, before starting the day’s work, inspect the scaffolding at the work area to see if any fall prevention equipment has been removed or detached, and shall promptly correct any abnormalities found.

2.Before starting work on scaffolding, business operators must conduct necessary inspections of the scaffolding and promptly correct any abnormalities found.

3.When performing work on scaffolding in bad weather conditions such as strong winds, heavy rain, heavy snow, etc., or after an earthquake of medium intensity or greater, or after the assembly, partial dismantling or alteration of scaffolding, the business operator shall inspect the scaffolding before starting work and promptly correct any abnormalities found.

4.When performing the inspections described in the preceding paragraph, the business operator shall note the following items and keep them until the work using scaffolding is completed.

(a) Inspection results

(b) If measures such as repair, etc. have been taken based on the inspection results, the details of such measures.


(2) Inspection performed by the principal contractor (orderer (party placing order))

When workers of the contractor are allowed to use scaffolding, the following measures shall be taken on the scaffolding.


1.Scaffolding shall be inspected before commencing work in bad weather conditions such as strong winds, heavy rain, heavy snow, etc., or after an earthquake of medium intensity or greater, or after the assembly, partial dismantling or alteration of scaffolding, and any abnormalities found shall be promptly corrected.

2.When performing the inspections described in the preceding paragraph, the business operator shall note the following items and keep them until the work using scaffolding is completed (at the end of the whole construction period).

(a) Inspection results

(b) If measures such as repair, etc. have been taken based on the inspection results, the details of such measures.


Refer to Chapter 4 Laws and Regulations (Article 567, Paragraph (2) of the Ordinance on Industrial Safety and Health) for details on the inspection items. Inspection items for the principal contractor are shown in Article 655, Paragraph (2) of the Ordinance on Industrial Safety and Health. Note that the content is the same as that in Article 567, Paragraph (2).
